The surface layer factor considers the influence of a boundary layer on the fatigue strength of the component. Without boundary layer hardening (or without precise knowledge), this value must be set to 1.0. Otherwise, the FKM Guideline (Table 4.3.7) and DIN 743 provide reference values, depending on the method of surface layer hardening.
