The tool tip radius cuts the root fillet of the gear, thus it is a decisive factor for the tooth root bending stress. A fully rounded tool produces the smallest curvature in the tooth root fillet, thus the lowest notch effect and the lowest root bending stress.

Note: It is possible to optimize the tooth root geometry and thus further reduce the tooth root bending stresses compared to full rounding, see FVA 709 "Free tooth root geometry" (in German).
